Also, if you're dealing with this type of neighbor, they probably won't give you any air time if you try suggesting that the dog might be barking out of boredom, loneliness, or perhaps needs a bit more exercise.

It's pretty much a certainty that one of those conditions is the cause of the problem - the dog is just trying to convey it in the only way he knows how.
